Medical Leadership Experience

2022-Present

Chief Medical Officer and Lead, Medical Services

Winnipeg Regional Health Authority (WRHA)

Description: Represent the WRHA at all levels of the organization, government and the public. Strategic planning and decision making within the clinical services portfolio including acute, community and long-term care. Overseeing credentialing, granting of privileges, management of complaints and remuneration for the Medical staff. Responsibility for the medical remuneration budget and all Medical staff contracts. 

Achievements: Created an updated wait time website including WRHA walk-in clinic and private clinic walk-in wait times with over 1 million views since the update.  Designed and implemented a capacity management protocol for all facilities in WRHA.  Created a physician leadership team focused on improving patient flow throughout the system. 

2020-2022

Medical Lead and Official Spokesperson  Vaccine Implementation Taskforce Government of Manitoba

Description: Leadership, oversight and strategic direction for all aspects of the taskforce including: resource allocation, inventory management, facility operations, asset management, and human resource planning for thousands of staff members.  Direct responsibility for clinical direction, stakeholder engagement and public communication including daily media availabilities.

Achievements: Created the largest and most successful vaccine campaign in provincial history.  80% of all eligible Manitobans immunized and over 2.7 million doses of vaccine administered.  Successfully advocated to politicians to create a program with exemplary health service provision by thousands of employees at over 1000 locations with a particular focus on equitable access. Successfully cultivated a high level of trust and approval from internal stakeholders and the general public as noted in multiple public opinion polls.

Description: Leadership, oversight and strategic direction for all public health programs in the Winnipeg Health Region.  Additional key tasks include representation of public health at WRHA and municipal tables and representation of Winnipeg at provincial and federal tables.  It also includes direct supervision of a team of Medical Officers of Health.

Achievements: Led the WRHA public health response for the COVID-19 pandemic including incident command leadership, case and contact protocols, public communication and vaccination rollout.

2012-2019

Provincial & Regional Lead Medical Officer of Health

Sexually Transmitted & Bloodborne Infections & Drug Related Harms  Government of Manitoba

Description: Provided medical expertise to the Minister of Health. Interpret and apply epidemiologic information. Provide cross-departmental leadership and municipal collaboration on government response to drug and STBBI related issues. Represent public health in media coverage. Serve as expert consultant for all clinicians in the WRHA.

Achievements: Designed and implemented a provincial naloxone distribution program. Created a drug alert system to urgently notify stakeholders of dangerous drug trends in the community. Led the response to multiple communicable disease outbreaks.  

2013-2021

Director of Undergraduate Medical Education

Department of Community Health Sciences  University of Manitoba

Description: Led the delivery and evaluation of core public health education for medical students. Represent Population Health at key university committees as well as national medical education committees. Final decision maker for student performance and advancement. Direct, support and supervise several hundred instructors that teach within the Population Health course. 

Achievements: Designed and implemented from scratch a new 4-year Population Health course for the medical school still in use today to train all future physicians.
